tunctl is not needed.
If you have the correct rights (perhaps even the ownership
of the /dev/net/tun block device then the 'aratapif' (which
needs to be suid) is basically tunctl replacement with the
fact that it only creates the tap0 nic (present in the
ifconfig output) when aranym runs.
